Liberal Democrats have been working hard across the Winchester District campaigning for the things that matter to you and your community. We’ve been out talking to local residents on the doorsteps, through our surgeries and area surveys on particular issues throughout the year. We’ve listened to your concerns and taken action wherever we can. While we can point to many successes we could do so much more if we had a Liberal Democrat controlled City Council.

The greenest district

A Liberal Democrat Council will work to make Winchester the greenest District in Hampshire - reducing waste, improving air quality and taking urgent action on what is now a ‘climate emergency’. We will make sure doorstep glass recycling is delivered and increase the range of items that are collected for recycling. We will introduce water fountains across the district. We will improve air pollution monitoring at sensitive locations, switch more vehicles to zero carbon and introduce schemes to cut idling. A Liberal Democrat Council will aim to be a carbon neutral Council by 2024.
Right homes, right places
We need the right kind of homes to be available for all our residents, in the right places. A Liberal Democrat Council will build both council homes and homes for a fair market rent. We will fight to make developers provide affordable housing, as well as properties for first-time buyers and families. We will ensure new student housing is built in appropriate locations, housing students better and releasing family homes back to local people. We will ensure the planning system listens to you and is properly enforced.
We will make the Council much more open and responsive to local people. A Liberal Democrat Council will take decisions openly, and introduce public questions to meetings of the whole Council. We will make recordings of major Council meetings available online and introduce tougher rules on declaring interests. We will involve, listen and respond to the different needs of local residents and community groups across the district in the development of key strategies, policies, and projects.
Better and healthier lives
Winchester should be the healthiest District in Hampshire.

A Liberal Democrat Council will actively support walking and cycling - making it safe and pleasant for all ages - improving pavements and building safe walking and cycleways, with better bike parking across the District. We will preserve green spaces, helping improve the mental health of our local communities, and ensuring there are fun open spaces for all members of the family to enjoy. We will welcome breastfeeding at all Council facilities, and make sure baby changing tables are available to both mums and dads.
Vibrant local economy
A Liberal Democrat Council will protect and improve our unique environment to ensure our city and market towns remain vibrant places where people want to live, work and visit. We’ll discourage out of town development and focus on making our centres work. We’ll expand Park & Ride to reduce congestion. We’ll help our universities and local businesses work together to support innovation and new industries. We’ll create modern shared working spaces to support start-ups and small business expansion. We’ll sensitively redevelop Silver Hill as an urgent priority – ending its blight on Winchester’s centre.
