Another week, another rush hour, another accident at the Cart and Horses junction. More ambulances at the scene as the evening light fades. This has got to stop.
We urge Hampshire County Council to insist that changes to this junction are included as part of the National Highways’ design, or commit to HCC funding the work, preferably before junction 9 is finally rebuilt.
Worthys and Itchen Valley residents campaigned for a safer junction in 2014, and fought successfully for a 40mph limit, lighting and CCTV. These were installed, but the changes made still confuse drivers – nobody is clear about priority and lines and signs are confusing – and accidents are still happening.
The County Council has said that the road layout could not be changed until we knew the impact of the new M3 Junction 9 design. Now, years after we were promised, HCC has a much better idea of what changes are planned for the M3 - and still nothing is planned.
National Highways’ new design for Junction 9 does not currently include a change in layout for the Cart and Horses junction. They say there is no need!
We completely disagree. A safer junction is essential. People’s lives depend on this. Our community cannot endure more accidents at the Cart and Horses.
